According to Helsinki Association Lawyers’ viewpoint partial and incomplete assessment is given to Tigran Manukyan’s criminal action. The latter should also be accused in accordance with Article 149 of RA Cr. Code, as far as the incident took place during the electoral campaign at pre-election period, where Arman Veziryan was present as an independent monitor.
