On March 1st 2011, Khachatryan had been arrested during a rally organised by the opposition Armenian National Congress party because of an incident with the police. Trial started against Samson Khachatryan
During the hearing, Zakaryan told the court of Khachatryan’s health problems. He filed a petition to the court to release Khachatryan on bail instead of keeping him detained as a precautionary measure. The court rejected the appeal. On March 14th 2011, a criminal case was filed against Khachatryan under part 1 of Article 316 of the Criminal code of the Republic of Armenia (use of physical force against an authority figure which did not cause harm). Khachatryan said that he had hit a person in civilian clothing, who had been insulting and using force against women.

Monitoring Committee co-rapporteurs call for reform projects to be implemented
The rapporteurs emphasise in an information note that legislative changes alone are not sufficient and “should be accompanied by policies aimed at changing existing practice and mentalities”. According to the note, the ongoing detention of certain persons for their role in the events of March 2008 and the lack of a proper inquiry into the causes of the 10 fatalities which occurred at that time “continue to poison the political environment in Armenia” and could well have “a negative impact on next year’s elections”.
